【摘要】:Environmentaldataareoftenrequiredformakingregulatoryandprogrammaticdecisions.Decisionmakersmustdeterminewhetherthelevelsofassuranceassociatedwiththedataaresufficientinqualityfortheirintendeduse.Datagenerationeffortsinvolvethreeparts:developmentofDQOsandsubsequentprojectplan(s)tomeettheDQOs,implementationandoversightoftheprojectplan(s),andassessmentofthedataqualitytodeterminewhethertheDQOsweremet.Todeterminethelevelofassurancenecessarytosupportthedecision,aniterativeprocessmustbeusedbydecisionmakers,datacollectors,andusers.ThispracticeemphasizestheiterativenatureoftheprocessofDQOdevelopment.Objectivesmayneedtobereevaluatedandmodifiedasinformationrelatedtothelevelofdataqualityisgained.ThismeansthatDQOsaretheproductoftheDQOprocessandaresubjecttochangeasdataaregatheredandassessed.ThispracticedefinestheprocessofdevelopingDQOs.Eachstepoftheplanningprocessisdescribed.ThispracticeemphasizestheimportanceofcommunicationamongthoseinvolvedindevelopingDQOs,thoseplanningandimplementingthesamplingandanalysisaspectsofenvironmentaldatagenerationactivities,andthoseassessingdataquality.TheimpactsofasuccessfulDQOprocessontheprojectareasfollows:(1)aconsensusonthenatureoftheproblemandthedesireddecisionsharedbyallthedecisionmakers,(2)dataqualityconsistentwithitsintendeduse,(3)amoreresource-efficientsamplingandanalysisdesign,(4)aplannedapproachtodatacollectionandevaluation,(5)quantitativecriteriaforknowingwhentostopsampling,and(6)knownmeasureofriskformakinganincorrectdecision.1.1Thispracticecoverstheprocessofdevelopmentofdataqualityobjectives(DQOs)fortheacquisitionofenvironmentaldata.OptimizationofsamplingandanalysisdesignisapartoftheDQOprocess.ThispracticedescribestheDQOprocessindetail.Thevariousstrategiesfordesignoptimizationaretoonumeroustoincludeinthispractice.Manyotherdocumentsoutlinealternativesforoptimizingsamplingandanalysisdesign.Therefore,onlyanoverviewofdesignoptimizationisincluded.Somedesignaspectsareincludedinthepractice''sexamplesforillustrationpurposes.1.2DQOdevelopmentisthefirstofthreepartsofdatagenerationactivities.Theothertwoaspectsare(1)implementationofthesamplingandanalysisstrategies,seeGuideD6311and(2)dataqualityassessment,seeGuideD6233.1.3ThisguideshouldbeusedinconcertwithPracticesD5283,D6250,andGuideD6044.PracticeD5283outlinesthequalityassurance(QA)processesspecifiedduringplanningandusedduringimplementation.GuideD6044outlinesaprocessbywhicharepresentativesamplemaybeobtainedfromapopulation,identifiessourcesthatcanaffectrepresentativenessanddescribestheattributesofarepresentativesample.PracticeD6250describeshowadecisionpointcanbecalculated.1.4Environmentaldatarelatedtowastemanagementactivitiesinclude,butarenotlimitedto,theresultsfromthesamplingandanalysesofair,soil,water,biota,processorgeneralwastesamples,oranycombinationsthereof.1.5TheDQOprocessisaplanningprocessandshouldbecompletedpriortosamplingandanalysisactivities.1.6Thispracticepresentsextensiverequirementsofmanagement,designedtoensurehigh-qualityenvironmentaldata.Thewords"must"and"shall"(requirements),"should"(recommendation),and"may"(optional),havebeenselectedcarefullytoreflecttheimportance......
